가정 내 아동학대 방지를 위한 법･제도적 연구

Our country is making an effort for the protection and safety of children after enacting 「Special Act on the Punishment of Child Abuse Crimes」 in 2014. But the child abuse victimization tends to steadily grow. Our society is being expanded the social awareness as saying of needing to protect children recently due to the case of Nine-year-old boy's bag locked up and killed in Cheonan and the case of girl abuse in Changnyeong. A cause for the domestic child abuse is related to parents as an abuser, not a child's fault, with being linked to abuse by parents' mental and psycho-social factor. Ultimately, the biggest cause for abuse includes domestic parenting attitude & the lack of parenting method, the social isolation & economic poverty, a conflict between husband and wife and between family members, individual personality & disposition problem. Thus, the education for parents is desperately needed for the fundamental solution. And when parents have a pathological disease, the lack of smooth communication with children leads to interrupting interaction, resulting in being possibly connected to abuse. Hence, treatment and counseling for these people will need to be well made. In terms of preventing this domestic child abuse, given a change in general social perception on child abuse, the strengthening in the social monitoring network through implementing cooperation system in the country or community, and the expansion & enforcement in the home visit system, the groundwork will be able to be arranged that is available for protection with early discovering child abuse.
