초록
주택공시가격과 실거래가에 대한 논란이 커져가고있음에도 불구하고, 여전히 실거래가와 공시가격의 관계를 실증적으로 검증한 연구는 많지 않다. 특히 실제로 실거래가와 공시가격이 전국단위에서 공개되고 있음에도 불구하고, 이를 적극적으로 활용하여 실거래가와 공시가격의 차이를 실증적으로 연구하고자 한 노력이 학계에서는 미흡하다. 가장 큰 이유는 공개된자료의 활용도가 낮기 때문인데, 이는 실거래가와 주택공시가격의 자료가 빅데이터라 가공이 쉽지 않기 때문이다. 또한, 이러한부동산 빅데이터를 필지자료(지적도)와 결합하여 공간자료의 형태로 연구를 진행하기 위해서는 더 큰 노력과 시간이 필요하기때문이기도 하다. 그럼에도 불구하고, 주택공시가격과 실거래가와의 관계를 좀더 면밀히 살펴보기 위해서는 부동산 빅데이터를활용한 미시적 단위의 실증적인 연구가 필요하며, 자료로 검증된 결과를 기반으로 다양하고 구체적인 논의를 이어나갈 필요가있다. 이에 본 연구의 목적은 서울시 아파트 실거래가와 공시가격의차이가 시간적 공간적으로 어떠한 경향을 보이는지를 규명하고자 한다. 특히, 최근 들어 개방되고 있는 부동산 빅데이터를 활용하여, 실거래가와 공동주택공시가격의 차이가 시간적으로 어떻게 변해 왔는지를 살펴보고자 한다. 또한, 공간분석을 통해 실거래가와 공시가격의 차이가 공간적으로 어떻게 분포하고 있는지를 실증적으로 검증하고자 한다. 본 연구의 결과는 부동산정책특히, 부동산공시가격제도에 대한 논의의 기초자료로 활용될 수있으며, 이를 통해 정책적인 시사점을 제공하는 데 기여할 것으로 여겨진다.
Abstract
This study aims to explore the difference between real and official apartment prices. For this, we used real estate big data by employing the pooled cross-sectional data analysis model with fixed-effects. Particularly, we focus on the differential changes between them in the extended period between 2006–2018. From this significant baseline, we extracted 71,713 apartment samples and then conducted an empirical analysis to identify how the various factors affect the difference between real and official apartment prices and the ratio of the real and official apartment prices. We found that the differential magnitude has increased in recent years and the differences are not spatially alike. Particularly, closer to the Gangnam district, the difference increases significantly. In addition, all else being equal, the differences were greater in outdated apartments that were built in an earlier period. We suggest that official prices should be assessed more carefully by considering unique and spatial apartment characteristics, and the assessment methods should be time-consistent.
