2018 평창동계올림픽 개최 발표가 지역 부동산 가격에 미치는 영향: 이중차이분석(Difference-in-Difference Analysis)을 이용한 올림픽 개최 효과 검증

본 연구는 2018 평창동계올림픽 개최 발표가 개최 지역 부동산 가격에 미치는 영향을 검증하였다. 올림픽 개최 발표가 있었던 2011년 전ㆍ후의 부동산 가격 변동을 2009년부터 2017년까지의 강원도 내 모든 행정구역에서 거래된 182,391건의 아파트 실거래가 자료를 이용하여 분석하였다. 올림픽을 개최한 강원도의 총 18개 행정구역 중 올림픽 경기가 개최된 강릉시, 평창군, 정선군과 올림픽을 계기로 KTX 고속철도 노선과 정류장이 신설된 원주시와 횡성군을 포함한 5개 행정구역을 올림픽의 수혜 지역으로 구분하였고, 그 밖의 13개 행정구역은 비수혜 지역으로 구분하였다. 올림픽 개최 발표 전ㆍ후의 아파트 실거래 가격의 차이를 수혜 지역과 비수혜 지역으로 나누어 평균값의 변동을 단순 비교한 분석과 이중차이분석(difference-in-difference analysis)을 실시한 결과 올림픽 개최 발표 이후 수혜 지역과 비수혜 지역의 아파트 실거래 가격이 모두 유의미하게 상승하였으며, 올림픽 개최 발표가 올림픽 수혜 지역의 아파트 실거래 가격의 상승에 미친 영향이 비수혜 지역 대비 유의미한 수준으로 컸음을 보여주었다. 즉, 시간이 지남에 따른 자연적 가격 상승과 올림픽 개최 발표와 무관하게 수혜 지역과 비수혜 지역 사이에 존재하는 본질적 차이를 제거한 이후에도 올림픽 개최 발표가 수혜 지역의 부동산 가격 상승에 유의미한 영향을 미쳤음을 보여준다. 연구 결과의 학술적, 실무적 의미와 연구의 제한점 및 향후 연구를 위한 제언이 논의되었다.
Abstract
This study evaluates the influence of PyeongChang 2018 Olympic Winter Games’ bid announcement on the real estate prices of the host regions. The fluctuations in real estate prices around 2011, when the bid announcement was held, were analyzed using 182,391 apartment transaction price data found in all administrative districts in Gangwon Province from 2009 to 2017. Among the total of 18 administrative districts in Gangwon Province, five administrative districts, including three Olympic host areas: Gangneung City, PyeongChang County and Jeongseon County, and two others: Wonju City and Hoengseong County, where KTX high-speed railroads and stations were newly established, were considered as the benefited areas (treatment group) by hosting the Olympics, while the rest of the 13 districts as non-benefited areas (control group). Simple cross-sectional analyses to separately compare the difference of the apartment transaction prices before and after the Olympic bid announcement in each treatment and control group, and the difference-in-difference model analyses were conducted. The results of the analyses indicate that the apartment prices in both treatment and control groups significantly increased, specifically the impact of the Olympic bid announcement on the apartment prices in the treatment group was more significant. In other words, the apartment prices of the treatment group were higher than that of the control group even after eliminating the essential difference that had already existed before the Olympic bid announcement between the treatment and control groups regardless of the natural price increase and the impact of the bid announcement. Theoretical and practical implications, limitations, and recommendations for future research were discussed.
