고용보험 사업주 직업능력개발훈련 사업의 실질적 활용이 기업혁신에 미치는 영향에 관한 연구
A Study on the Effect of Practical Use of 'Employer's Vocational Competency Development Training Program' on Firm Innovation

기존 숙련의 형성과 혁신에 관한 연구는 국가 단위로 제도적 상호보완성과 혁신양상의 유형화에 중점을 두고 이루어졌다. 한편, 근로자의 숙련은 기업혁신을 도출하는 데 핵심적인 요소로 논의되면서도, 기업의 교육훈련을 지원하는 고용보험의 기능적 측면은 많이 주목받지 못하였다. 이러한 맥락에서 본 연구는 고용보험 사업주 직업능력개발훈련 지원사업의 실질적 활용이 기업혁신에 미치는 영향을 실증적으로 분석하였다. 분석자료는 인적자본기업패널조사(HCCP) 3차∼7차 연도 통합데이터를 활용하였고, 통계방법은 응답자 간 모형과 고정효과 패널회귀분석을 적용하였다. 사업주 직업능력개발훈련 납부액 대비 교육훈련 시행에 따른 환급액 비중을 통해 실질적인 고용보험 지원사업의 활용도를 독립변수로 설정하였다. 고정효과 모형 분석 결과, 모든 산업에서 기업이 고용보험 직업능력개발사업 지원의 실질적으로 활용할수록 기업 혁신이 높아지는 것으로 나타났다. 이러한 분석 결과를 토대로 본 연구는 기업의 혁신을 촉진하기 위해 고용보험 사업주 직업능력개발 사업을 보다 적극적으로 활용하는 것이 중요하다는 것을 확인하였다.
Abstract
Previous research on skill formation and firm innovation had investigated a national level with an emphasis on institutional complementarity and type of innovation. On the other hand, while the skillful workers were discussed as a key factor in deriving firm innovation, the functional aspect of employment insurance that supports vocational training in firms has not received much attention. In this context, this study empirically analyzed the effect of ‘Employer’s Vocational Competency Development Training Program’ in Employment Insurance on firm innovation. The data used for the analysis is the Human Capital Corporate Panel Survey(HCCP) 3rd~7th year integrated data, and two types of panel regression model(between-effect and fixed-effect) was used to examine the effects of the employment insurance support program. As a result of the analysis, it was found that in all industries, the more firms utilizing the employment insurance program which supporting workers skill formation, the higher the firm innovation achieved. Based on the results of these analyzes, this study suggested that it is important to promote the employment insurance support program to activate more innovation of firms.
