기술지원 정책이 중소기업의 기술역량에 미치는 영향: 산학연 협력의 매개효과

본 연구는 정부의 기술지원 정책이 어떠한 메커니즘으로 중소기업의 기술역량 향상에 영향을 미치는지 살펴보고자 하였다. 구체적으로, 정부의 지원 수준이 높을수록 중소기업이 산학연 협력 네트워크에 참여할 가능성이 높아지며 이를 통해 궁극적으로 기술역량을 향상시킬 수 있다는 관점에서 논의를 구성하고 이를 실증분석 하였다. 이를 위해 경기도의 중소 제조기업 기술지원사업인 ‘경기도 기술닥터사업’에 참여한 기업 236개사를 대상으로 설문조사 데이터를 수집하여 중소 제조기업의 기술역량 향상을 위한 정부의 지원이 지원 단계별로 산학연 협력 네트워크에의 참여 정도를 높여주는지, 그리고 정부지원이 이러한 협력 네트워크 참여를 매개로 중소기업의 기술역량을 향상 시키는지 검증해보았다. 분석결과 정부 기술지원 수준이 높을수록 중소 제조기업의 산학연 협력의 정도가 더욱 높아졌으며, 기업이 산학연 협력 네트워크에 더 많이 참여할수록 해당 기업의 기술역량이 높아지는 것으로 나타났다. 또한 산학연협력의 정도는 정부의 기술지원 수준이 기업의 기술역량에 영향을 미치는데 있어서 완전매개효과가 있는 것으로 확인되었다.
Abstract
This study aims to examine the effect on the SMEs’ technology capabilities as a result of technology support policy of the central or local government, focusing on the mediated effect on industry, academia, and research cooperation. The statistical results show that the technology support policy has significant and positive effects on the degree of industry, academia and research cooperation, and these technological collaboration linkages also had significant and positive effects on the companys’ technological output. Also we find that the collaboration with the external linkage has the complete mediation effect between the support policy and technological capabilities.
