The history of science and technology GRIs (Government-funded Research Institutes) is in line with the history of affiliated institutes, since many GIRs started as an affiliated research institute. Unlike GRIs established and operated by national law, affiliated research institutes lack legal base. It is necessary to develop the institutional system, preparing for policy on establishment and independence of the affiliated institutes. We identified the development paths of the affiliated research institutes in the GRI development history through chronological visualization method, and proposed criteria for establishing and operating the affiliated research institute. First, the historical context of the research institute was developed, and then, the comprehensive standards which should be applied to the research institutes were suggested. Second, the establishment and operation criteria of the institute were presented. The issues of each perspective were synthesized to derive five requirements: policy (P), economic (E), social (S), science and technology (T), and organizational operation (O).
