정책흐름모형을 통해서 본 ⌜공공기관의 운영에 관한 법률⌟에 따른 공공기관 중 ‘연구개발목적기관’의 지정과 의의

This study utilizes the policy streams model to analyze the process of revising laws to separately designate research and development institutions among public institutions designated by the ⌜Act on the Management of Public Institutions⌟. Government-funded research institutes (GRI) were established since the 1960s on the basis of independence and autonomy. However, such institutes were subject to management as other public institutions according to the ⌜Act on the Management of Public Institutions⌟ in 2007. This, in addition to the application of a peak wage system in all GRI in 2015, has resulted in significant dissatisfaction towards research conditions. With the transition to the Moon Jae-in administration in 2017 and with a number of politicians from GRI and universities in the ruling and opposition parties actively discussing science and technology policy issues, a policy window is opened through the change in the political flow and a policy flow that proposes a wide variety of legislative alternatives. In particular, Shin Yong hyeon, a Member of the National Assembly with a GRI background, has played a key role in pioneering policies to open policy windows.
