혁신 네트워크 및 디지털기술 요인을 중심으로 한 지역 간 혁신 효율성 차이 분석

정부는 혁신 측면의 지역 격차를 해소하기 위한 노력으로 지역 R&D를 위한 투자를 확대해왔다. 그럼에도 불구하고 혁신 환경의 차이로 인해 지역 간 혁신 투자 효율성 측면의 성과 차이는 여전히 해결되지 않고 있다. 본 연구는 two-stage DEA(Data Envelopment Analysis)를 사용하여 국내 16개 시·도의 혁신 효율성을 지식 및 가치창출 측면에서 평가하였다. 이를 바탕으로, 지역의 혁신성과와 밀접한 관련이 있는 혁신 네트워크 및 디지털기술 요인에 따라 지역별 효율성에 차이가 발생하는지 여부를 비모수적 방법을 통해 분석하였다. 분석 결과, 혁신 네트워크 규모가 큰 지역의 경우 규모가 작은 지역보다 가치창출 효율성이 더 높았다. 다음으로 기업의 디지털기술 활용률이 높은 지역의 경우 활용률이 낮은 지역에 비해 지식창출 효율성이 더 높았다. 또한 본 연구는 혁신 네트워크 규모가 작더라도 디지털기술 활용률이 높으면 지식창출 효율성이 높은 것을 발견하였다. 본 연구의 결과는 혁신주체들의 디지털 기술의 활용을 촉진하고 혁신 네트워크를 구축함으로써 지역의 지식과 가치 창출 효율성을 개선할 수 있음을 시사한다.
Abstract
The government has expanded investment for regional R&D in an effort to fill regional gap in terms of innovation. However, the gap in innovation investment efficiency among regions still remains. This study evaluates the innovation efficiency of 16 regions in South Korea in terms of knowledge and value creation by using two-stage DEA (Data Envelopment Analysis). Then we analyze, through non-parametric methods, whether there are differences in regional efficiency depending on the innovation network and digital technology factors which are closely related to the regional innovation performance. According to the analysis, regions with larger innovation networks are more efficient in creating value than those with smaller networks. Next, regions with high usage rate of digital technology by companies have higher knowledge creation efficiency compared to those with low usage rate. In addition, even if the size of innovation networks is small, regions with high usage rate of digital technology are efficient in knowledge creation.
