The Japanese government adds the creation of innovation in the industry- academic cooperation to the previous to "Framework Act on Science and Technology" in 2020 to revise to "Framework Act on Science and Technology Innovation", and for creating the innovation, also revises "Act on the Revitalization of Science and Technology Innovation". For positively promoting the common study and the industry-academic cooperation in universities and businesses by such a law, the guideline has announced and enforced. Like this the Japanese government positively promotes the common study of the industry-academic cooperation to correspond the rapid development of the innovation and science technology such as Al or loT etc. Further by entering into the employment contract between universities and businesses respectively, the concurrent office system in that all of both works can do has been enforced. As known through the current status of the technology transfer of universities and businesses in Japan, the Japanese universities receive the fellow from the businesses to co-study the technology substantially necessary to the business, and such a phenomenon implies to realize the industry-academic cooperation for achieving the purpose of deducing and solving a specific task by grafting the excellent specialist in the university and the industry-academic experience in the business. Although there is the previous law system, the Japanese government positively promotes various industry-academic cooperations of universities and businesses and industrializations of the results in 2020, and such a guideline and law system in Japan will be deeply analyzed and it is needed to refer the proper system in the development way of the industry-academic cooperation in Korea.
