최저임금 인상의 비기대 충격이 산업 특성과 일자리 특성별 고용에 미치는 영향

본 연구는 사회적 기대 수준을 벗어난 최저임금의 결정이 제조업 고용시장의 특성에 따라 어떠한 차별적 영향을 미쳤는지 등을 살펴보았다. 본 연구에서 최저임금의 사회적 기대 수준은 최저임금의 과거 시계열 자료의 계량 모형으로 추정하고, 이에 벗어난 실제 최저임금을 사회적 비기대 충격의 대용치로 가정하여 분석에 활용하였다. 분석결과로부터 전년도(t-1) 최저임금 인상의 비기대 충격이 클수록 당해연도(t)의 전체 고용은 증가하였지만, 상용직과는 달리 임시일용직의 경우, 특히 지식집약산업의 임시일용직의 경우 유의한 부정적 고용효과가 존재함을 살펴볼 수 있었다. 추가로, 노동생산성에의 영향에서도 최저임금의 비기대 충격은 정책적 기대와는 달리 전반적으로 노동생산성을 오히려 낮추는 결과가 나타났는데, 특히 이는 지식집약산업보다 노동집약산업에서 더 부정적 영향이 큰 것으로 나타나, 결국 최저임금의 급격한 인상은 노동집약산업의 비상용직 근로자들의 고용을 더 많이 감소시킬 수 있음을 살펴볼 수 있었다.
Abstract
This study examined the effect on the manufacturing employment market of the socially unexpected impact of the minimum wage. In this study, the socially expected impact of the minimum wage was estimated by quantitative analysis of the time-series data of the minimum wage, and the actual minimum wage deviated from this was assumed as proxy of the socially unexpected impact. From the results of the analysis, the greater the socially unexpected impact of the minimum wage in the previous year t-1, the higher the total employment in the year t. But unlike ordinary workers, it exists significant negative employment effect in the case of temporary workers in the knowledge-intensive industry. In addition, even in the impact on labor productivity, the socially unexpected impact showed a result of lowering the overall labor productivity. In particular, it was also found that the negative impact was greater in the labor intensive industry than in the knowledge intensive industry. In the end, it could be seen that the sharp increasing of the minimum wage further reduced the employment of temporary workers in the labor-intensive industry.
