초록
이장은 마을의 공식적․비공식적 책무와 권한이 집중된 상징적 인물이며, 대내외적으로 마을의 대표성을 띠기 때문에 마을사회의 리더로서 위상을 갖는다. 남성 중심의 마을 운영과 가부장적 정치질서의 전통은 여성 이장의 배출을 어렵게 만드는 요인으로 작용했다. 연지3리의 경우 2011년 여성 이장이 배출됐다. 주민 투표를 통한 여성 이장의 선출 과정은 한쪽에서는 남성 원로들에 의한 불신과 불안이 작용했고, 다른 한쪽에서는 여성들의 지지가 있었기 때문에 마을정치의 장으로 확대됐다. 결국 여성들의 지지를 등에 업고 임춘옥 씨가 이장으로 당선됐으며, 2년 동안 이장직을 수행하면서 마을의 시내버스 노선 유치와 마을회관의 정비를 추진함으로써 주민들의 복지 수준을 향상시켰다. 연지3리에서 여성이 마을의 리더로 자리 잡을 수 있었던 배경은 지방자치제 시행 이후 세력화된 여성단체 활동이 긍정적인 이력으로 작용했으며, 사회활동을 통해 형성한 인맥을 통해 필요한 사업을 성공적으로 이끌었기 때문이다. 또한 마을사회에서는 산업화 이후 여초현상을 보이는 마을의 인구구조의 변화에 따라 여성들의 정치적 영향력이 커진 점도 중요한 요인이었다. 여성들은 자신들의 권익을 보호받기 위해 여성 리더를 전면에 내세움으로써 정치적 힘을 발휘했다. 여성 리더의 선출과 활동을 통해 읽을 수 있었던 의미는 여성 주체성과 여성 리더십의 발현으로 요약할 수 있다. 여성들에 의해 기획된 마을의 변화에 대한 요구는 기존 남성 중심의 마을 운영체계와 정치질서를 전복시킴으로써 여성 주체성을 표출했다. 이렇게 모습을 드러낸 여성 리더는 주민들의 생활에 더욱 밀착한 행정적 역량을 펼침으로써 여성 리더십을 실현한 것으로 평가된다.
Abstract
The head of the village is a symbolic figure with official and unofficial responsibilities and authority of the village concentrated, and as an internal and external representative of the village, the position of leader is granted. The tradition of male-centered village management and patriarchal political order served as a factor that made it difficult for female heads to be produced. In the case of Yeonji 3-ri, a female head was produced in 2011. The process of selecting a female head through a local referendum was expanded to the village politics as distrust and anxiety of male elders played a role on one side and women’s support on the other. In the end, Lim Chun-ok was elected as the head with the support of women, and while serving as the head of the village for two years, she improved the welfare level of the residents by bringing in the city bus routes and pushing readjustment of the town hall. The reason why the woman was able to become a leader of the village in Yeonji 3-ri was that women’s group activities, which became a force after implementation of the local autonomy system, played a positive role and successfully led necessary projects through networks formed through social activities. Another important factor in the village community was the increased political influence of women due to the change in the population structure of villages, as it showed a gender imbalance with the higher women population after industrialization. Women, to protect their rights and interests, made an action with their political power by putting a female leader at the forefront. The meaning we can find from the election and activities of a female leader can be summarized as a manifestation of female self-reliance and women leadership. The demands for change in the village planned by women expressed female self-reliance by overthrowing the existing male-dominated village operating system and political order. The female leader is evaluated to realize female leadership by engaging in administrative capabilities that are more closely related to the lives of residents.
