정부의 반부패 정책의 효과에 관한 연구: 청탁금지법을 중심으로

This paper verified the influencing factors on anti-corruption through the investigation of the effects of the anti-graft act. Measured variables include social corruption level, perception and interest in corruption, law enforcement effect, and anti-corruption performance, and data surveyed in 2016 and 2020 were used. The analysis results are as follows. First, the level of social corruption and interest in corruption were lower in the present than at the beginning of the enforcement of the anti-graft act. This is the fact that the enforcement effect of the law is not showing as high performance as expected. Second, the higher the level of social corruption, the higher the degree of awareness and interest in the law, and the effect of law enforcement was greatly improved. This is because the more serious the level of solicitation and corruption in society, the stronger the desire for legal regulation and punishment, and the greater the effect of improving the practices and distrust of solicitation. Third, the higher the effectiveness of the law enforcement, the more positive it has on anti-corruption performance. And the degree of social corruption was found to have an influence on corruption performance by mediating the law enforcement effect. To suggest policy implications, first, efforts to improve the severity of illegal solicitation are needed, and awareness of the anti-graft act must be strengthened. Second, it is necessary to increase the effectiveness of law enforcement by removing practices and distrust regarding illegal solicitation. Third, in order to improve the performance of the anti-graft act, the enforcement effect of the law must be strengthened, and strong regulations and punishments are required.
