청년정책의 실질화를 위한 입법론적 소고-청년기본법을 중심으로-

Throughout the global financial crisis, young generations have not settled properly in society due to the high unemployment rate. The crisis of the young generation faces a fundamental problem of improving the quality of life, which is declining due to a social structural problem. As the paradigm of youth policy changes due to the improvement of the quality of life of youth, the framework Act on Youth was enacted in order to systematically prepare policies in various fields. However, in order for the Framework Act on Youth to be more effective, youth participation should be strengthened. In addition, it is necessary to clarify the roles of the central government and local governments so that policies that require national unity and policies that consider regional characteristics coexist. It is also necessary to cultivate professionals who will be in charge of youth policy. The special act on the promotion of youth Employment stipulated by the temporary act should be abolished by including it in the framework act on Youth, and the Basic Youth Ordinance should be revised more appropriate to the realities of the region.
