This study is a hermeneutic study to find the legitimacy of the administrative value and role of the Republic of Korea in the constitutional ideology. Along with the confirmation of various public administration ideologies inherent in the Korean Constitution, we compare the commonalities and differences between Minbon-Chueui and similar ideologies that dominated the consciousness of citizens at the time, which played a pure and dysfunctional role in the process of introducing administrative ideologies and systems from the West. Analyze and compare administrative values ​​accordingly. The administrative value of Korea is the same as that of Western countries in that the identity specified in the Korean Constitution is a democratic country, and the administrative role or scope is established through voluntary agreement of the sovereign based on individualism. In addition, there is a commonality between Samgyun-Manmin egalitarianism and social democracy, which greatly influenced the Constitution of the Republic of Korea, and the values of Korean administration in that the mass of constitutional scholars and the Constitutional Court define Korea as a “social market economy order,” are the same as those of countries classified as Western social democracy. The objective values ​​of Korean administration are social efficiency, fairness, equity, transparency, and legal conformity that value the motivation and process of administrative actions. And administration of government organizations, policies, and programs should pursue efficiency derived from professionalism as instrumental values. In conclusion, The Korean constitutional ideology gives legitimacy to the administrative role, In addition, Public administration is a government(or state) operating art and science that embodies the constitutional ideology. The role of public administration is to protect and expand freedom of individuals. Public administration has a role justification only within this range.
