This article explores what new income security systems are needed during the COVID-19 crisis and its projection. The health care crisis caused by Corona 19 and the resulting economic crisis led to the overall contraction and disruption of the current economic system, which led to the reduction and disruption of incomes for the most people across the world. This can be seen as the generalization and dualization of risks in the labor market. Economic difficulties and unemployment have increased in almost all sectors of industry. In addition, young people, women, irregular and informal workers, low- educated, low-income workers, and the poor are facing greater challenges. Accordingly, governments are implementing unprecedented fiscal expansion and unprecedented income security policies. These include the generosity of unemployment benefits and unemployment assistance, the expansion of the job retention scheme, and direct cash transfer. These measures were taken in anticipation of going back to the past in a short time. However, the character of the novel coronavirus and the structural cause of Corona 19 show that pandemics can occur periodically and more frequently. Therefore, a new system is needed, and at this time, income security should be constructed according to a new principle. Basic income, which is given to everyone unconditionally and individually, can provide income floor for all and some degree of stability in this age of uncertainty. In addition, basic income will enable everyone to overcome the ecological crisis because it empower them to seek more autonomous and ecological activities.
