Covid-19 팬데믹 이후 기본소득에 대한 비판적 고찰: 복지국가 재구성의 관점에서

The critical analysis is conducted on the basic income discourses from a perspective of the welfare state restructuring, which has been gradually raised by an economic crisis under the Coronavirus pandemic. The economic recession by the coronavirus lockdown contracts laborer and civil lives. In South Korea, basic income becomes raised as an alternative that instead of guaranteed income system. However, the welfare debate seeking for a post-labor hardly overcomes current social contradiction; rather, may have a risk to disregard the hierarchical society that getting worse in Neoliberalism era. The main issue of alternative welfare was compared with the function and system of the existing welfare state. The comparative analysis clearly shows the restrictions of universal basic income, despite of its benefit; thereby difficult to consider it as an alternative discourse. Also, it is suggested that systemic improvement for the discrimination inside of labor market is necessary to address solution of fundamental problems of Korean welfare system. The research method adapted comparative analysis and reinterpretation of thereviews concerned on the major discourse and the related law and policy. This research highlights that the solution for the unfairness of labor market and Securing rights without discrimination is still worthwhile to resolve the problem faced on welfare system of Korean society.
