간접고용 비정규직 보호를 위한 정책대안 연구

Indirectly employment is a type of employment with mismatch between employer and user of workers. Indirectly employed workers suffer from poor working conditions such as the violation of basic labor rights, employment insecurity, discrimination and illegal dispatch. This study aims to find alternative policy solutions to deal with the sufferings of indirectly employed workers. As fundamental principles in legislating basic rights for non-regular workers in general, this study defines permanent employment for regular job, equal pay for equal work, and broadening the legal concept of workers. For indirectly employed workers in particular, this study suggests to expand legal responsibilities of user firms, to legislate the classification of subcontract and dispatch, and to strengthen the regulations over outsourcing and temporary agencies. In addition, as complementary labor market policies, the expansion of the unemployment insurance system, strengthening of the active labor market policy, and other good job policies are also proposed. At the same time, this study also discusses strategies to improve the system of representation for indirectly employed workers and to realize equal pay for equal work in collective bargaining process.
