『법과 정치』교과서에 나타난 공간 스케일에 따른 사회 참여 내용 분석

본 연구는 참여의 공간적 스케일에 초점을 두고 2009개정 교육과정에 따른 고등학교 『법과 정치』교과서를 대상으로 참여능력과 관련된 교육 내용과 활동 특징을 도출하는데 목적이 있다. 공간스케일은 학교, 지역 및 국가, 세계 스케일로 구분하였고, 참여 과정은 문제 인식, 의사결정, 참여행위로 구분하였다. 분석 결과를 요약하면 다음과 같다. 첫째, 공간적 스케일에 따른 분석 결과 지역 및 국가수준의 참여 내용이 77.12%로 가장 높은 비율을 차지했다. 그리고 세계수준의 참여 내용이 두 번째로 많았다. 세계수준의 참여 내용은 문제 인식에 관한 내용이 대부분이었고, 의사결정 과정에 관한 내용은 거의 없었다. 학교수준의 참여에 대해서는 지역 및 국가수준이나 세계수준에 비해 상대적으로 적게 다루었다. 둘째, 참여과정의 기준으로 봤을 때, 참여행위에 65.31%를 할애하고 있어 교과서에서는 실천하는 행위로서의 참여에 초점을 맞추고 있었다. 이 연구를 통해『법과 정치』교과서는 다양한 공간적 스케일에서 참여할 수 있는 주제와 방법 등을 좀 더 다양화해야 함을 알 수 있었다. 특히 학생들이 실제 경험을 통해 참여의 필요성과 방법 등을 배울 수 있는 학교스케일에서의 참여 내용에 대한 고민이 필요하다. 공간적 스케일의 수평적 확장을 통해 학교나 지역사회같이 가까운 공동체의 문제에서부터 더 나아가 세계 빈곤이나 분쟁 문제에 관심 갖고 문제 해결에 참여할 수 있도록 교육과정과 교과서가 구성되어야 할 것이다.
Abstract
The social participation is undeniably essential not only in realizing one’s identity but also in its contribution to the development of a community. Thus, This study aims to analyze how and to what extent social studies education in schools teaches social participation. Cases of social participation in『Law and Politics』textbooks of 2009 revised National Curriculum were analyzed in terms of spatial scale. For analysis purposes, participation is to be classified in terms of spatial scale and the process of participation. In terms of spatial scale, participation takes place on three different levels which are school, local and national, and world-wide, while the process of participation consists of problem recognition, decision-making, and the act of participation. The act of participation is further subdivided into voting, cooperation among a group, and the individual act of support. The findings are as follows. Firstly, Law and Politics showed that participation on the local and national level was the most prevalent, and such participation dealt with all steps of the participation process. Secondly, participation on the world-wide level was found to be the second most common form of participation. In terms of the process of participation, this level dealt mainly with the problem recognition and the act of participation stages, thus highlighting the necessity of engaging in a wide range of different issues. Lastly, participation cases on the school level was very few in number compared with those on the other two levels. In other words, there is only little chance for students to learn of the significance of participation through activities or experience in textbooks.
