연구개발 부문 예비타당성조사 면제사업의 사업계획 적정성 검토 가이드라인에 대한 연구

Recently, several public R&D programs were exempted from preliminary feasibility study since they were related with regional balanced development or reduction of dependence on imports. In the case of public programs exempt from preliminary feasibility study, alternative review process which is called by review of program plan appropriateness should be conducted according to National Finance Law. A purpose of review is finding that an investment size of a target program is reasonable and acceptable. However there is no detailed guideline on the review of program plan appropriateness for R&D programs and it can cause conflicts between stockholders and evaluators. Therefore, studies on the review guideline of program plan appropriateness are necessary for consistency of review process. In this study, a case study of previous preliminary feasibility study was conducted to define assessment criteria of review of program plan appropriateness. Dozens cases of preliminary feasibility studies were analyzed and assessment factors influencing investment size of R&D program were derived out based on the guideline of preliminary feasibility study. This study will contribute preparing the guideline of review of program plan appropriateness.
