중소기업 기술수준의 결정요인 분석 : 일본 수출규제 대응을 위한 관점에서

2019년 일본에 의한 수출규제와 같은 위험에 대응하기 위해서는 특정 국가에 대한 기술 격차를 축소해야 한다. 이에 본 연구는 국내 R&D 중소기업의 일본 대비 상대적 기술경쟁력에 영향을 미치는 결정요인과 정책 요인을 통합적으로 분석함으로서, 국내 중소기업의 기술수준 제고와 관련 정책 수립에 일조하고자 한다. 제11 차 중소기업기술통계조사를 통해 국내 전산업과 ICT 분야 R&D 중소기업을 대상으로 Best Subset Selection 기반 회귀분석을 실시한 결과, 국내 중소기업의 일본 대비 기술수준은 지속적으로 감소하고 있지만, ICT 분야는 2018년부터 반등하는 것으로 나타났다. 또한, 높은 수준의 기술을 연구하면서 제조가공 능력을 겸비한 기업 중 국내 지식재산권을 다수 보유한 국내 중소기업의 일본 대비 상대적 기술수준은 높은 것으로 나타났다. 마지막으로, ICT 분야에서는 신생기업과 규모(연구인력)가 적은 기업의 일본 대비 상대적 기술 수준이 높은 것으로 나타났다. 본 연구결과를 통해 국내 R&D 중소기업의 일본 대비 상대적 기술수준 결정요인이 산업별로 다를 수 있다는 점을 밝혔으며, 기술수준에 따라 정책적 수요가 유의미하게 다르다는 점을 확인하였다.
Abstract
In order to cope with risks such as Japan’s recent export regulations in 2019, it is necessary close the technological gap on specific countries. Therefore, this study addresses determinants and policy factors that affect the relative technological level competitiveness of Korean SMEs compared to Japan. It aims to contribute the improvement of technology level of Korean SMEs and the establishment of R&D policies. Using the 11th survey on technology of SMEs in South Korea, we conducted a regression analysis based on the Best Subset Selection for R&D SMEs in all industries and ICT field. According to the research results, in researching high-tech technologies, R&D SMEs with a large number of domestic intellectual property rights among ICT firms with manufacturing capability were found to have a higher level of technology than Japan. When limited to ICT firms, startups and firms with smaller scale were found to have higher level of technology. This study showed that the determinants of technology level of domestic R&D SMEs compared to Japan may differ by industry, and policy implications can be obtained in two dimensions by analyzing not only determinants but also policy factors.
