미⋅중 반덤핑 조사 결정요인 비교분석

본 연구는 미⋅중 무역분쟁에 따른 국제 교역 부진이 우려되는 상황에서 미⋅중 반덤핑 조사개시 건수에 영향을 미치는 결정요인을 실증분석을 통해 비교분석 하고자 한다. 1994년부터 2018년까지의 데이터를 사용하여 실증 분석한 결과, 미국의 실질유효환율은 반덤핑 조사개시 건수에 양(+)의 영향을 미치고 경제성장률과 실업률은 음(-)의 영향을 미치는 결과가 도출되었다. 반면 중국의 무역적자 및 실업률은 양(+)의 영향으로 확인되었으나, 실질유효환율 및 경제성장률은 음(-)의 영향으로 확인되었다. 미국과 중국의 경우 모두 상대국의 반덤핑 조사개시 건수인 정치적 요인이 반덤핑 조사 건수에 양(+)의 영향을 미쳤다. 미국의 경우, 민주당이 집권할 때 보다 공화당 집권 시기에 반덤핑 조사건수에 양(+)의 영향을 미치는 것으로 나타났다. 연구의 시사점은 미국은 정치적 요인에 의해서 반덤핑 조사개시를 실시할 가능성이 높지만중국은 상대적으로 경제적 요인에 의해 반덤핑 조사를 실시할 가능성이 높다. 그리고 한국은FTA, WTO에서의 다자 간 협력을 포함하여 지역경제통합에도 관심을 기울임으로써 국제규제하에서의 다양한 활동을 고려해야 할 것이다. 한편, WTO 체제 개혁 논의를 포함하여 APEC, G20 등에 주도적으로 참여하여 국제규범의 원칙에 입각한 통상질서를 유지하고 정책을 수립하는데 기여해야 할 것이다
Abstract
Purpose : This study aims to compare and analyze the economic and polity determinants that affecting the number of anti-dumping investigations in the US and China through empirical analysis in the context of growing international trade flows due to the US-China trade disputes. Research design, data, methodology : We use data from the US and China during 1994-2018 and use Poisson regression for estimation. Results : The empirical results show that for the US, real effective exchange rate has a positive effect on the number of anti-dumping investigations, but unemployment rate and GDP growth rate have a negative effect. For China, trade deficit and unemployment rate have a positive effect on the number of anti-dumping investigations, but real effective exchange rate and GDP growth rate have a negative effect. As for the political factors, the more anti-dumping investigations China and the US are subjected to from each other, the more anti-dumping investigations will be carried out by their own countries. Moreover, for the US, a republican administration is more likely to increase the number of anti-dumping investigations than a democratic administration. Conclusions : Our findings suggest that anti-dumping investigations in the US are more influenced by political factors, while China are more influenced by economic factors.
