의회와 국민의 관계- 의회의 대표성과 그 발전방향 -

In realizing representative democracy, the relationship between parliament and the people has an important meaning. Parliament is granted democratic legitimacy to legislative power by the people through elections, and is always connected to the people through political parties. The relationship between the parliament and the people is not free from the influence of the elections and political parties between them. And because the parliament's activities for the people are in accordance with the principle of free mandate, there is a problem of disagreement between the parliament and the people. This phenomenon, which can be called the limit of the representative system itself, inevitably creates a certain distance between parliament and the people. It is important how closely and continuously the relationship between parliament and the people is connected to each other rather than finding out how far the distance is appropriate. On the one hand, this calls for reform of the system surrounding parliament and efforts of the parliament itself. And on the other hand, it calls for encouraging the participation of the people and expanding the people's direct and indirect control over the parliament. This paper discusses ways to improve election law, political party law, and parliamentary law. Through these discussions, it will be possible to strengthen the democracy of the composition and activities of the parliament, enhance the expertise and efficiency of the parliament, and promote the participation of the people, so that the opinions and interests of the people can be reflected in the parliament fairly and effectively.
