코로나19 이후 초등 돌봄 정책 - 관련 법률안 분석과 초등돌봄기본법의 대안제시를 중심으로 -

The purpose of this study is to present the trend of development at the time of enacting laws related to elementary care, which is a recent issue. Elementary care is currently being implemented plurally by various ministries, including elementary care classes currently being conducted in each elementary school, but various problems have been discovered due to the absence of a law that provides an integrated basis for primary care. Accordingly, a law to unify various elementary care currently in effect was enacted, and at the same time, for the realistic development of each project, the subjects and responsibilities according to the place of care, such as caring at school, caring at the local community, and caring at home. It seems that the law should be enacted in accordance with the actual needs of elementary school students and parents. This study is meaningful in that the legal system was analyzed through a qualitative content analysis method, and it was reminded that the subject and responsibility of primary care and the needs of the subject should be clarified in the legal system.
