Analysis and Evaluation of the 2020 Government's Revision Bill of Trade Union and Labor Relations Adjustment Act for the Ratification of the ILO Fundamental Convention

In recent years, ratification of the ILO Fundamental Convention has become the goal of improving the collective labor relations legislations in Korea. This is not the topic that has emerged recently. However, the ratification of the ILO Fundamental Convention has become a task that can no longer be delayed. This urgency is especially connected with FTA agreement between Korea and EU. This paper covers 1) the normative environment changes surrounding Trade Union and Labor Relations Adjustment Act consequences of the series of prededents, 2) the analysis and evaluation of the 2020 Government's Revision Bill of Trade Union and Labor Relations Adjustment Act for the ratification of the ILO Fundamental Convention, 3) the right to bargain collectively of the persons in special types of employment. It has been 30 years since Korea joined the ILO. By 2021, we hope to see a changed Trade Union and Labor Relations Adjustment Act commensurate with the name of ILO's “responsible member states.”
