해외 사례에서 본 한국 벤처기업의 국제경쟁력 강화 방안

본 연구는 해외 벤처생태계 사례를 중심으로 한국 벤처기업의 국제경쟁력 강화 방안에 대한 연구를 진행하였다. 한국은 정책적 필요성에 의해 197년 벤처기업에 관한 특별조치법을 제정하여 벤처기업 성장을위한 제도적 장치를 마련하고 다양한 측면에서의 벤처기업의 양적 성장을 견인하여 왔다. 2020년 2월 중소벤처기업부는 벤처기업 제도의 개선을 위해 그간 벤처인 플랫폼을 통해 기술보증기금 및 중소기업진흥공단, 벤처캐피털 중심으로 운영해오던 벤처확인 제도를 혁신성 기반의 민간위탁 기관이 운영하는 민간 주도형으로 벤처확인 제도로 개편하였다(2021년 2월 1일 시행). 본 연구는 민간 주도의 벤처 확인제도의 전환 시점의 변화에 즈음하여 해외 벤처 생태계 조성 사례를고찰하고, 4차 산업혁명 시대에 적합한 글로벌 벤처 생태계로의 전환과 국제 경쟁력 강화 방안에 대한 시사점을 제공하고자 하였다. 연구결과 다음과 같이 시사점을 정리할 수 있었다. 첫째, 기술과 인재육성에 대한 투자가 최선의 정책임을 시사해 준다. 둘째, 글로벌 벤처클러스터 연결을 통한 해외 기술, 자본, 인력 국내 역 유입 환경 조성이 필요하다. 셋째, 상호 국제 교류를 통한 매쉬업(Mash up)으로 기술혁신 활성화가필요하다. 넷째, 벤처 기술 집적 생산기지로서의 글로벌 교두보를 확보(시험생산 기지화) 해야 한다. 다섯째, 부동산 자금의 벤처 시장 투입 전환을 위한 환경을 마련하고, 국제 M&A 시장 확대 및 고도화를 추진해야 한다. 여섯째, 벤처기업가 정신, 리더십 교육 강화를 통해 벤처 정신을 계승 발전시켜 나가야 함을 시사해 준다.
Abstract
This study was conducted on ways to strengthen the international competitivenes of Korean venture companies, focusing on overseas venture ecosystem cases. By policy necesity, Korea enacted the Act on Special Measures for Venture Busineses in 197 to prepare institutional devices for venture busines growth and drive the quantitative growth of venture companies in various aspects. In February 2020, the Ministry of SMEs and Startups reorganized the venture verification system, which had ben operated mainly by the Korea Technology Guarante Fund, the Smal and Medium Busines Corporation, and venture capital, through the venture busines platform, into a private-led venture verification system operated by a private entrusted institution based on inovation (implemented on February 1, 2021). This study was intended to examine the cases of the creation of overseas venture ecosystem in time for the transition of the private-led venture confirmation system, and to provide sugestions on how to transform into a global venture ecosystem suitable for the era of the Fourth Industrial Revolution and strengthen international competitivenes. Studies have shown that: First, it sugests that investment in technology and human resources development is the best policy. Second, it is necesary to create an environment for reverse inflow of foreign technology, capital, and manpower into Korea through the conection of global venture clusters
