다무라 아키라의 시민 정부론: 신공공거버넌스론(NPG)의 관점에서 본 특징과 시사점

This study aims to discuss Akira Tamura’s thought on the government of citizens. In particular, this study analyses its characteristics and implications by comparing it with a contemporary theory of new public governance (NPG). NPG puts emphasis on devolution and autonomous governance unit, pluralistic service systems for creating public values, and active civic engagement. In addition, this study is the first one to shed light on his thought in South Korean discourse of public governance. As results, the characteristics of his thought on the government of citizens are summarized as follows. First, regarding the formation of governance unit, he has asserted that, in addition to a formal administrative territory and systems, an inner awareness of member citizens is most important. Secondly, pluralistic mechanism and collaboration is necessary for the effective public service provision. However, it is more important to promote an integrity of services, regional own strengthens and attractive points, and future-oriented consciousness. Thirdly, he has suggested an inclusive category and autonomy of citizens which include activists, public officials, private companies, experts, future generations, non-participating citizens etc. He has presented a view of restoration of human dignity as a fundamental goal of urban governance as well as motivation of civic engagement.
