지역 사회적 대화의 활성화 요인과 과제

지역 사회적 대화는 1990년 말 이후 부침을 거듭하면서 진행되어 왔다. 그러나 지역마다 특성이 있기 때문에 일률적으로 우리 사회의 지역 사회적 대화를 논하기는 쉽지 않다. 본 연구에서는 지역 노사민정협의회의 역사를 다섯 단계로 나누어서 태동기, 침체기, 사업화기, 양적 확대기, 그리고 질적 발전으로서 사회협약기로 구분하여 살펴보고자 하였다. 최근의 상생형 일자리의 움직임을 사회협약으로 나아갈 수 있는 계기로 파악하였다. 또한 전국 지역노사민정협의회의 조례와 사무국, 지원현황을 살펴보고 지역노사민정협의회 사무국장 11명에 대한 인터뷰를 시행하고 분석하였다. 이를 기반으로 지역 사회적 대화를 일자리 전달체계와 노사민정 협의체계의 양축으로 유형을 구분하였다. 마지막으로 지역 사회적 대화의 과제로써 사업조정 및 심의 역할, 총괄 거버넌스 역할, 전문성 및 역량제고, 사회적 대화 방법의 다양화, 노동정책으로 확장 등을 제시하였다. 본 연구는 한 지역의 사례로써 주로 연구되는 지역 사회적 대화의 연구를 전국단위로 일반화하고자 시도하였다는 차원에서 의미가 있다.
Abstract
Social Dialogue in Region though stagnant, has been facilitated in Korea since the late 1990s. Nevertheless, the discussion on Korean regional dialogue as a whole is a delicate issue mainly due to local distinctiveness. In this study, the history of Local Associations of Labor, management, Government, and Community was discussed in five stages: Initiation, Stagnation, Industrialization, Expansion, and Social Contract. The possibility of the ‘Sangsaeng-Hyeong local jobs’ model being momentum for Korean society to mature into the Social Contract stage is explored. Also, nationwide analysis on Local Association of Labor, Management, Government, and Community’s current status is conducted based on eleven interview with local secretary-generals. Then, the social dialogue in the region is categorized into four different archetypes. Finally, screening government projects, overall governance, reinforcing competency, diversifying means of social dialogue, and expanding into labor policy are recommended as some of the goals to be pursued by the social dialogue in the region.
