노･사･정 사회적대화 과정 분석: 사회적대화흐름모형을 중심으로

Based on the theory of ‘MSF(Multiple Stream Framework)’, this study proposed an analysis framework called ‘SSF(Social-Dialogue Stream Framework)’ and Social dialogue process with Labor-Management-Government after the Announcement of Democratization (June 29, 1987). The ‘SSF’ consists of a process in which politics stream and problems･alternative stream are combined to open a window of social dialogue, and outputs are produced according to the activities of policy entrepreneur. Each process was analyzed by dividing the time into six steps. As a result of analysis, the political stream showed a tendency to increase the interest in social dialogue as the democratic political stream strengthened from the Announcement of Democratization, and in the problems and alternative stream, the trend out of the strengthened labor-management leadership on behalf of government leading framework. In the period of analysis, the Federation of Korean Trade Unions and the Korea Enterprises Federation played an important role at policy entrepreneur represented the labor and management sectors, and most of the social dialogue windows were used non-institutional frameworks instead of institutional frameworks. The final output appeared as a developed form of social dialogue through legislation and revision, and confirmed that it was relatively active in the progressive government.
