지방출자･출연기관의 설립 실태와 합리화 방안

Based on the analysis of the actual state of local government investing-funding affiliates(LGIFAs) in Korea, this study suggested some measures related to the establishment of LGIFAs. The results of this paper shows, although the government enacted the Act on the Establishment and Operation of Local Government Investing-Funding affiliates in September 2014 to streamline the establishment, management, and operation of LGIFAs, the number of them has continued to increase, and we can find many cases of non-compliance with the relevant regulations. These mean that there is room for improvements concerning the establishment and operation of LGIFAs. In this study, we emphasized that compliance with the regulations concerning the establishment of LGIFAs, the readjustment of the relevant acts, the feasibility study system, the composition and operation of LGIFAs’ review committees, the utilization of Local Government Joint Evaluation system, the promotion of hybrid organizations and the streamling of similar agencies, and the dissolution and merger requirements for insolvent LGIFAs should be tightened. The results of this study are expected to be of much practical help in the lack of institutional stability not long after the Act was enacted. In addition, it is expected to trigger academic interests in LGIFAs at a time when the number of LGIFAs continues to increase.
