중앙정부의 변화가 지방정부 불용액에 미치는 영향에 대한 연구

This study analyzed whether the change in the central government affect local governments’ unencumbered balance. For the period of 2006 to 2017, the budget and the financial data of local governments across the country have been collected in order to analyze whether the local governments’ unencumbered balances increase in the first year of the central government. As a result of the analyses, T-test and regression analysis, this study found that the unencumbered balance of the local government is significantly higher in the first year of the central government. This tendency is salient when 2015 data which shows an extremely high level of unencumbered balance is excluded from total sample. Also, this tendency is more pronounced in basic local governments than regional governments. These results suggest that the tendency of the new central government, entering the first year of power, not to continuously use the budgets prepared by the previous government, may affect the local government budget execution. These findings show an implication that the local government's budget execution is not independent from the central government but made subordinately. This study is differentiated from previous studies in that it empirically analyzed the pattern of unencumbered balances at the local government level and changes with the central government.
