포스트 코로나 시대 기본소득에 관한 헌법적 연구

Since COVID-19, the world has been undergoing a wide range of changes. Even if COVID-19 is over, a dominating prediction describes that we cannot return to life before COVID-19, and a completely different world will come. Socio-economic problems have already been realized, such as threats to life caused by the ongoing virus, business closure and unemployment, and an increase in employment instability, which leads to a reduction in household income and a decrease in consumption. The impact of COVID-19 has rapidly accelerated the socio-economic changes which were expected that the 4th Industrial Revolution would have brought. While experiencing COVID-19, we have found out that we cannot respond to changes with the existing social safety net. New institutional discussions are required to minimize confusion in the post-COVID era intertwined with the 4th Industrial Revolution and properly handle socio-economic changes. Based on this idea, discussions on universal basic income are actively being proceeded around the world. This study examined the necessity of introducing basic income, an alternative to the social security system, in the face of social threats and social structure changes that cannot be overcome by individual strength. In particular, the nation's role in resolving the people's fundamental rights and social threats was discussed from the constitutional view. Basic income will be the material foundation to realize all the people’s freedom in the post-COVID era. It guarantees the people the right to live like a human being. On the other hand, the nation can realize the Principle of Social States through basic income, preparing practical conditions for each person to exercise freedom in reality. Furthermore, it is expected that basic income can realize human dignity and a society in which everyone is equal.
