Health professions are required to be members of College to practice approved conduct in Ontario. The role of the College and its authority and powers are set out in the Regulated Health Professions Act, the Health Professions Procedural Code and each Health Profession Act. The College may register or discipline members only in accordance with the procedures prescribed by law. This ensures fairness, transparency, and professionalism in regulate health professions. This model is based on the principle of professionalism and self-regulation used in the US, UK, and Europe. In Korea, suspension or revoke of license for medical personnel is governed by the Medical Law. However, the effectiveness of license regulation cannot be guaranteed because there is no specific procedure. It is the purpose of the licensing regulation that people have access to appropriate number of qualified, skilled and competent regulated health professionals. To achieve this purpose, it is necessary to establish a medical license regulation suitable for Korea by referring to foreign legislations. It is time to discuss the necessity of enacting the Health Professions Procedure Law, the necessity of enacting each Health Profession Law such as the Medicine Law, and the necessity of establishing a professional and independent Regulatory Body such as College in Ontario.
