20대 국회 정보통신 입법 동향 분석- 입법학적 비판의 맥락에서 -

This article aims at presenting a desirable legislative direction in the newly formed 21st National Assembly through analysis of the legislative process and content issues in the IT legislation field of the 20th National Assembly. To this end, regulations related to the IT legislation field are selected and analyzed. Quantitative analysis focuses on securing basic data for evaluating legislations in the IT legislation field of the 20th National Assembly and analyzing the problems of IT legislative activities based on this. In the qualitative analysis, this article intend to analyze the bills of issues raised during the 20th National Assembly in the perspective of legislative studies. In terms of performance, the IT legislations of the 20th National Assembly are able to give some positive evaluation in the point of solving many of the long-standing peaks in regulatory innovation. However, in the following aspects, the National Assembly's IT legislation activities must be improved in the future. First, it is necessary to create an environment in which legislation can be carried out on the premise of scrutinizing evidence and analysis. Second, there should be efforts to establish a system and the will of each member of the National Assembly for quick and practical deliberation of legislation. Third, it is necessary to establish a system that can formally collect the opinions of stakeholders and share them with legislative information.
