일본에서 사회수당에 관한 연구-아동수당을 중심으로
A Study on Social Allowance in Japan - Focusing on Children's Allowance

초록
한국과 마찬가지로 일본의 사회보장의 전통적인 보장방법은 사회보험과 공적 부조였다. 이념적으로는 전자는 거출제(據出制)로 보험료를 재원의 일부로 하여 정형적 급부를 하는 것이며, 후자는 무거출제로 공적 비용을 재원으로 하여 최저 생활을 밑도는 부분을 보장하는 한도에서 비정형적 급부를 하는 것이다. 사회수당은 이러한 보장방법이 갖는 특징 중 무거출제로 전형적 급부를 행하는 제도로 고려되며 발전을 이루어 온 제도이다. 단, 일본에서 사회수당은 충분히 발전되지 못했다. 2010년에 처음으로 보편적인 사회수당으로서의 성격을 갖는 어린이 수당이 실시되어 새로운 전개가 시도되었으나 2년 만에 소득제한이 도입되었다. 본 논문에서는 일본의 사회수당의 의의를 살펴보고, 아동수당 등을 중심으로 한 각 제도에 대해서 개관함과 동시에 이들 제도가 육아지원에 대한 경제적 지원책으로 자리매김 하는 것을 비추어 보면서 육아지원의 경제적 측면에 초점을 두고, 한국과 일본의 정책 동향이나 시사점을 살펴보고자 한다. 일본의 사회수당의 역사는 비교적 짧으며, 그 지급액이나 재정규모도 결코 크진 않다. 그러한 중에서도 아동수당의 확대를 요구하는 제안이 반복적으로 제기해 왔으며 2010년 4월에는 소득제한을 과하지 않고 법의 취지에 ‘어린이의 건강한 육성’을 둔 어린이 수당이 도입되었으나 단 2년 만에 종전의 아동수당의 틀에 돌아가게 되었다. 하지만 경제의 글로벌화의 영향에 따른 자금체계의 변경이라는 상황 아래에 있어 기업 내 복지제도의 축소도 예측이 된다. 그렇다고 하면 이후에는 국가에게 기대 될 역할은 커질 것으로 예상된다. 이러한 측면에 덧붙여 고령자에게 치우친 급부구조였던 일본의 사회보장의 형태를 수정하여 현역세대로의 지원을 두텁게 해 갈 것이라는 측면에서도 아동수당 등의 확대는 지속적으로 장래적인 과제일 것이다.
Abstract
Like Korea, Japan's traditional methods of ensuring social security were social insurance and public assistance. Ideologically, the former is to make a formal payment with insurance premiums as part of the financial resources, while the latter is to make an unformatted payment to the extent that it guarantees less than the minimum living by using public funds as a non-payment system. Social allowance is a system that has been developed as it is considered to be a system that provides a typical benefit with no payment system among the characteristics of these methods of guarantee. However, social allowances have not developed enough in Japan. In 2010, a new development was attempted by the first universal social allowance for children, but the income restriction was introduced in two years. In this paper, I would like to examine the significance of social allowances in Japan, and at the same time, I would like to examine the economic aspects of childcare support and examine the policy trends and implications of Korea and Japan in light of the fact that these systems are established as economic support measures for childcare support. The history of social allowances in Japan is relatively short, and their payments and financial size are never large. It can point out the development of the enterprise welfare system in Japan as a background. 172 pages of Kikuchi and Changnae Initiative. Among them, proposals to expand child benefits have repeatedly been made, and in April 2010, child allowances with 'healthy child care' were introduced to the effect of the law without imposing income restrictions, but in just two years, they returned to the previous framework of child benefits. However, the reduction of the welfare system in companies is also expected under the circumstances of a change in the funding system due to the impact of the globalization of the economy. If so, the role that will be expected of the nation is expected to grow in the future. In addition to this, the expansion of child allowances and other benefits will continue to be a future task in that it will strengthen support for the active generation by revising the form of social security in Japan, which has been biased toward the elderly.
