출연연구기관 연구사업의 성과유형별 성과평가 프레임워크 개선방안 연구

초록
국가 과학기술 정책 및 연구개발 환경변화에 따라 국내 출연연구기관의 역할과 기여에 대한 사회적 논의가 증대되고 있다. 국가 연구개발 예산에서 출연연구기관의 재원 투입이 차지하는 비중을 고려하여 출연연구기관 의 역할 수행에 따른 성과 정의 및 성과 평가의 개념과 방식도 계속 변화하고 있으며, 정부 차원에서 5년 주 기의 중장기 계획을 수립하고 매년 실시계획과 세부지침을 마련하고 있다. 본 연구에서는 이러한 배경을 바 탕으로 출연연구기관의 역할 변화를 반영한 사업유형 기준과 이에 따라 분기되는 사업 유형을 재정의하고자 한다. 또한 이를 기반으로 성과 모델의 개념적 정의를 제시하여 사업 유형에 따른 성과를 기술하는 프레임워 크를 제안한다. 본 연구에서 제시한 프레임워크로 기존 5개의 연구사업 유형을 8개의 세부 유형으로 구분하 고, 성과 기술의 차이가 없는 산업화형과 기타 유형을 제외한 5개 유형의 고유 특성을 적절하게 평가할 수 있도록 유형별 성과 정의 및 성과 기술 개념을 정리하였다. 향후 본 연구 결과를 보다 구체화하여 출연연구 기관의 자기주도적 역할 수립에 따른 유형별 성과 창출 방향을 일반화한다면 세부적 연구기획 및 성과창출 전략 수립의 기초 자료로 활용할 수 있을 것이다.
Abstract
Social discussions on the role and contribution of government-funded research institutes(GRIs) are increasing in line with the changes in national science and technology policy and R&D environment. The concept and method of performance definition and performance evaluation according to the role performance of the GRIs are constantly changing, taking into account the share of the funding of the GRIs in the national R&D budget. The government establishes mid-to long-term plans in the field of science and technology performance evaluation every five years, and prepares action plans and detailed guidelines every year. Based on this background, this study attempts to develop criteria for classifying the national R&D projects types and make operational definitions for concept of each type, reflecting the role change of the GRIs. If the performance evaluation model for GRIs’ R&R(Roles & Responsibilities) is established by project type-evaluation framework, this results of the study can be used as reference for detailed research planning and development of performance strategies.
