공무원채용 시험과목 출제기준 정립의 필요성 법적 고찰 -공직적격성평가(Public Service Aptitude Test)를 중심으로-

2021년부터 국가공무원 7급 공개경쟁채용시험에도 공직적격성평가(PSAT)가 실시된다. 국가직 7급 공채시험에의 PSAT 도입은 공무원시험을 준비하는 수험생에게 미치는 영향력이 매우 클 것으로 예상되며, 공무원채용시험에서 가장 중요한 시험과목으로 자리매김할 것으로 보인다. 다만 국가에서 실시하는 공무원채용시험의 시험과목 대부분은 자세한 출제기준 등이 없는 실정인데, 현재 실시 중인 PSAT 역시 출제기준 등이 없는 상황이다. PSAT의 출제기준 등의 정립 필요성은 첫째, 직급과 선발방법이 다른 시험에서 실시하는 동일 명칭의 PSAT이 3개나 존재하게 되어 이에 대한 구분이 필요하고, 둘째 법령상 학력제한 금지에 따른 다양한 학력을 가진 수험생들 특히 대학교육을 받지 않은 수험생들에게 사실상 대학졸업 수준의 문제를 출제하고 있는 PSAT 출제관행에 대해 수험학습에 편의를 제공하기 위해 출제기준 등의 정립이 필요하며, 끝으로 저소득층과 같은 사회적 약자의 ‘공직취임에 있어 균등한 기회보장’ 관점에서 PSAT 출제기준 등의 정립 필요성이 인정된다. 이러한 공무원채용시험 응시자의 대부분은 20-30대의 청년세대들로 공무원채용시험제도 및 정책의 운영방향은 국민의 공무담임권 실현과 더불어 청년발전 및 청년지원이라는 청년정책의 측면에서 접근해야 한다. 청년정책이라는 틀에서 접근하는 공무원채용시험의 출제기준 등 정립은 국민에게 봉사하는 공직문화를 조성하여 국가경쟁력의 강화와 국민의 삶의 질 향상에 이바지하는 ‘적극행정’의 방식으로 접근해야 한다.
Abstract
Starting in 2021, the PSAT (Public Service Aptitude Test) will also be conducted on the Open Competitive Examinations for Employment of Public Officials in Grade Ⅶ in the government. The introduction of PSAT into the Open Competitive Examinations for Employment of Public Officials in Grade Ⅶ is expected to have a great influence on test takers preparing for the examinations for the employment of public officials, and will establish itself as the most important test subject in the examinations for the employment of public officials. But, most of the test subjects of examinations for the examinations for the employment of public officials conducted by state do not have detailed test criteria, and the PSAT currently in place also does not have test criteria. The need for establishment of PSAT test criteria, etc. is recognized for the following reasons: First, there are three PSATs of the same name that are conducted in tests with different positions and methods of selection, so it is necessary to distinguish them, Second, it is necessary to establish test criteria to provide convenience to test-takers with diverse academic backgrounds, especially those who do not receive college education, in order to provide them with practical college-level questions, Finally, it is recognized that PSAT test criteria need to be established from the perspective of ‘equal opportunity guarantee in public office’ for the socially disadvantaged, such as low-income families. Most of these applicants for the examinations for the employment of public officials are young people in their 20s and 30s, and the direction of operation of the examinations for the employment of public officials system and policies should be approached in terms of the youth policy of youth development and youth support, as well as the realization of the people's right to hold public office. Proposing the test criteria for the examinations for the employment of public officials, which approaches the framework of youth policy, should be approached in a way of "active administration" that contributes to strengthening national competitiveness and improving the quality of people's lives by creating a culture of public service that serves the people.
