경찰공무원 육아휴직제도의 문제점 및 개선방안에 관한 연구

Despite government policies to encourage childbirth, as of 2019, Korea’s fertility rate was 0.92, among the lowest among OECD member countries. This study aimed to point out the problems relating to the police officials’ parental leave system and suggest the correct direction for the child and childbirth promotion policies of the government through improvement measures. The problems of the police official’s parental leave system are largely related to laws and regulations, personnel management problems, and increased abuse of the parental leave system. To solve these problems, first, the government should revise the national civil service regulations and regulations on civil servants’ allowances to make maternity leave and parental leave allowances a reality as Sweden and Norway in Northern Europe. Consequently, the police officers’ promotion and appointment regulations should also be revised to reduce the burden of childcare and prevent undue damage to promotion. Second, in the case that work replacement is required due to parental leave, the principle is to reassign the remaining manpower. Unfortunately, the special police security job, which is difficult to replace, cannot be carried out by a general contractor or temporary employees. Therefore, the National Police Preliminary Personnel System should be introduced and implemented. Third, the punishment standards, such as disciplinary action, should be strengthened for cases of abuse of the parental leave system so that the parental leave system can be established properly . Therefore, to boost the nation’s birthrate, the legislative bodies such as the government, local governments, and the National Assembly, should introduce excellent foreign childcare policies. Thus, academic and social organizations should actively participate in research activities on childcare policies to address the government’s birth promotion policies and low birth rates.
