스마트공장 전문인력 양성 지원방안 연구 - 대전지역 제조업체를 중심으로 -

초록
중소기업의 제조경쟁력을 키우기 위해 세계 각국은 스마트공장의 구축에 노력을 기울이고 있다. 국내에서도 스 마트공장 구축과 활성화를 위해 관련정책과 지원사업을 추진중에 있다. 그러나 이러한 정부의 노력에도 불구하고 스마트공장을 구축하려고 하는 중소기업은 예상보다 많지가 않으며, 실제 구축을 한 중소기업들도 실제 효과를 보 지 못한 경우가 많았다. 본 연구는 관련문헌을 조사한 결과 궁극적인 원인이 스마트공장 구축을 지원할 수 있는 전 문인력의 부족이라는 것을 발견하고, 심도있는 문헌조사 분석과 심층인터뷰 분석을 하였다. 문헌분석은 기존 설문 조사 분석, 학술연구 분석, 정책연구 분석으로 구성되고, 심층인터뷰 분석은 대전 중소기업 제조업체 20개를 대상 으로 스마트공장 구축의 실제적인 책임을 맡고 있는 임원들을 대상으로 하였다. 분석의 결과물로 맞춤형 전문인력 지원방안을 도출하였고, 정책적 제언 및 일자리 창출효과를 제시하였다. 맞춤형 전문인력 지원방안으로서는 스마트공장 구축의 준비과정부터 전과정을 기획, 업체업무 파악능력 보유, 스마트공장 공정 전반과 시스템 이해능력 보유, 재직자의 재교육 등을 통해 기업수요에 맞는 인력을 양성해야 한다 는 것을 제시하였다. 정책적 제언으로서는 스마트공장 구축을 위해 전문인력을 교육할 수 있는 전담기관을 지정하여 전문인력 풀을 구성해서 관리하고, 교육내용을 개발하고 장기간 전문인력 파견과 인건비를 지원할 수 있어야 할 것을 제시하였다. 일자리 창출로는 대전시 제조업체 중에서 전문인력을 활용하려는 업체의 수는 343개로 예측되는 등 스마트공장 구축지원 인력수요가 상당히 있다는 것을 제시하였다.
Abstract
There are so many efforts for construction of smart factory to increase the production competitiveness in small-medium company in the world. Our government has supported the construction of smart factory and its application. With all these effects, there few company to introduce the smart factory and the company construct- ing the smart factory has little performance. This study finds that the main reason to this outcome is the rack of professionals to support the construction of smart company and analyzes related literatures and in depth inter- view. Literature survey covers general survey, academic study, and policy report. In depth Interview targets CEO and executives responsible for introduction of smart factory. This study drives policy direction of fostering pro- fessionals in smart factory, policy suggestions, and new job creation effects. As a policy direction, fostering of professionals for planning capabilities from initial stage to stable stage, task analysis, system understanding, and retraining of incumbent are presented. As a policy suggestions, designating a dedicated institution for gathering and training professionals, develop- ing a education content, dispatching professionals for long term, and supporting a labor cost are presented. As a job creation, it is presented that the number of company to utilize professionals is predicted to 343.
