대전 소프트웨어산업 현황과 인적자원개발 방향에 관한 연구

4차 산업혁명 시대에 소프트웨어산업은 국가 및 지역경쟁력의 핵심요소이다. 그래서 제조, 금융 및 서비스 산업 등 기존 산업과 융합하면서 각 산업의 고도화 및 경쟁력 강화에 큰 영향을 미친다. 소프트웨어산업의 성장은 개별 소프트웨어 기업의 경쟁력과 관련되어 있고, 이것은 우수한 소프트웨어 인력의 확보 여부와 인적자원의 질에 달려 있다. 본 연구의 목적은 이런 인식을 바탕으로 대전지역 소프트웨어 기업의 현황과 인력 전반의 상황 및 소프트웨어 교 육·훈련기관의 직업훈련 전반에 관한 실태를 파악하고, 대전 소프트웨어산업의 성장을 위해서 인적자원개발 방향 을 제안하는 것이다. 연구 목적을 달성하기 위해 대전에 있는 381개 소프트웨어 기업, 11개 교육·훈련기관을 대상 으로 설문 조사와 면접 조사(In depth interview)를 진행했다. 그 결과는 다음과 같다. 대전 소프트웨어산업의 성장 을 위한 인적자원개발을 위해서는 첫째, 규모의 경제 확보와 인적자본역량 강화를 위한 행·재정적 지원, 둘째, 기 업 수요 맞춤형 상시 교육시스템 구축, 마지막으로, 소프트웨어산업의 지속적 성장을 위한 선순환적 생태계 조성이 필요하다. 그리고 실무 차원에서 선택할 수 있는 몇 가지 방안도 함께 제시했다. 본 연구는 대전지역 소프트웨어산업 관계자들에 대한 설문 조사와 면접을 바탕으로 그들의 인력 수요와 요구사 항을 해결하는 데 도움이 되는 인적자원개발과 관련된 정책적 제안을 제시했다는 점에서 의미가 있다.
Abstract
In the era of the 4th industrial revolution, the software industry is a key element of national and regional com- petitiveness. Therefore, it has a great influence on the advancement and competitiveness of each industry while converging with existing industries such as manufacturing, financial and service industries. The growth of the software industry is related to the competitiveness of individual software companies, which depend on the avail- ability of excellent software personnel and the quality of human resources. The purpose of this study is to understand the current status od software companies in Daejeon, the overall situation of human resources, and the satus of vocational training of software education and training institutions, and to present a direction for human resources development for the growth of the Daejeon software industry. To achieve the purpose of the study, a survey and in-depth interview were conducted with 381 software compa- nies and 11 education and training institutions in Daejeon. What is needed for human resource development for the growth of the Daejeon software industry is as follows. First, administrative and financial support for securing economies of scale and strengthening human capital capabilities, Second, establishing a regular education sys- tem tailored to corporate needs, and finally, creation a virtuous cycle ecosystem for the sustainable growth of the software industry. In addition, several options for practical options were also presented. This study is meaningful in that it proposes a policy proposal related to human resource development that helps to solve the demands and requirements of Daejeon software companies for the growth of the software in- dustry in Daejeon.
