Analysis of the Revised National Sports Promotion Act including the Legal Incorporation of Municipal and Provincial Sports Councils and Policy Proposals for Them

A This study set out to analyze the revised content of National Sports Promotion Act proclaimed on December 8, 2020 including the legal incorporation of local sports council with a focus on municipal and provincial sports councils and propose developmental policies. This revision changed the status of municipal and provincial sports councils from voluntary organizations into legal incorporations and made grounds for local aids for them more institutionalized. In addition, municipal and provincial sports councils were reborn as sports organizations of internal and external public confidence thanks to the mandatory formation of a local sports promotion council, clear statement of municipal and provincial sports councils' projects and activities, and their inclusion as projects eligible for national sports promotional funds. Based on these findings, the study made the following policy proposals for the development of municipal and provincial sports councils: first, there is a need for additional revisions to the act including reviewing the mandatory provision of local aid supports positively, dispatching human rights inspectors to municipal and provincial sports councils under the sports ethics center, legalizing a sports fairness committee, and allocating a fixed portion of national sports promotional funds or sports promotional voting rights at 20% to local sports council; secondly, it is urgent to revise the ordinances including providing local aid supports, making it mandatory to form a local sports promotional committee, and designating the unique business of municipal and provincial sports councils; and finally, it is needed to promote the pivotal roles of Korean sport & Olympic committee and change the perceptions of the central and local governments. Future research will need to investigate mutual survival and development between sports councils at the city, kun, and district level and event organizations and also specific data about the effects of local sports council on national sports.
