A Study on the Protection from Unemployment in Brazil and Portugal

It has passed about 25 years since the unemployment benefits were enforced by Employment Insurance Act. In particular, the unemployment benefits which aimed at protecting the lives of unemployed persons and promoting job search activities plays key roles to build a social safety net. In this regard, it is necessary to research foreign institutions to improve our unemployment benefits system. Because the conditions of human survival are the same everywhere, a comparative study of foreign unemployment benefits seems to be very meaningful. In today's global era, researches on unemployment benefits in major developed countries have been relatively much conducted. However, it may also be worthwhile to introduce the less-well known Brazilian or Portuguese unemployment benefits. Different countries may have different philosophies for unemployment. Therefore the design and operation of the Brazilian and Portuguese institutions would be different from ours. It can be a meaningful work to look for differences of the Brazilian and Portuguese institutions from ours and discover implications from them.
