한중과학기술협력 장애요인 분석 및 활성화 방안 논의

This study comprehensively diagnoses the determinants which have been not promoted in Korea-China science and technology collaboration. We discovered three gaps: the science, technology, and innovation capability (STI) gap, a collaboration needs gap, and an information gap. Based on these three gaps, we suggest ways in which Korea-China S&T collaboration can be promoted. Firstly, the differences in STI capabilities on each side, it would be necessary to encourage cooperation in S&T status. The implementing cooperative projects between ministries, industry, academia, and research institutes, and organizing and operating a collaborative body for fostering R&D collaborations. Secondly, awareness of the gap in collaboration needs is necessary to diversify collaboration targets for bodies such as local governments, shift the paradigm from competition-oriented to cooperation-oriented, and foster participation in multilateral cooperation systems. Thirdly, to cope with the information gap, it was proposed to cultivate experts on China, recruit Chinese scientists, and promote personnel exchanges between Korea and China, as well as promote cooperation with ethnic Korean scientists in China.
