I note Joseph Raz’s theory of freedom. But I don’t follow Raz’s idea that a moralist view is necessary in a moral sense. I believe that perfectionism view is needed to develop welfare and public system. The state must provide conditions for individuals to exercise autonomy, which is possible through welfare and public system. I accept Raz’s principle of harm. If the state fails to establish conditions for the individual to exercise autonomy through the welfare system or the public system, the state has harmed the individual in accordance with Raz’s principle of harm. The omission of the state can be harmful to the individual. Based on Raz’s principle of harm, the boundary between passive freedom and active freedom as we know it is broken. I think we need to develop a system theory that provides the conditions for human autonomy. State intervention taken the form of the establishment of welfare system and public system ensures the autonomy of the functional system while preventing the totality of capitalism. My system theory design aims at both autonomy of functional system and human autonomy. Securing the autonomy of the welfare system and the public system is the way to secure the conditions for human autonomy (it is a condition of human autonomy, not human autonomy). I believe that the autonomy of individuals (especially poor people) depends on whether or not they have a welfare system and public system. The conditions of autonomy must be established to exercise autonomy. Welfare system and public system should be actively secured from perfectionism perspective. The absence of welfare system and public system leads to the absence of freedom.
