자치경찰제 시행을 대비한 경찰인력의 효율적 활용과 배분에 대한 분석 : 최근 10년간 경찰인력 증원을 중심으로

This study empirically analyzed the efficiency and distribution of police force during the increase of police personnel over the past decade in South Korea. The result showed that the Gyeong-gi police agency continued to maintain the relatively highest efficiency, and the average efficiency of the metropolitan police agency was higher than that of the provincial police agency. In addition, benchmark information that needs to be improved in terms of input and output variables was also identified for each metropolitan police and provincial police. Meanwhile, regarding the equity of allocation for police personnel, the variation of police force between regions was considerable compared to the demand for safety. In particular, the police personnel in Gyeonggi, Incheon, and Jeju was not sufficiently deployed compared to other areas. With regard to the trend of police personnel allocation by organization within the metropolitan and provincial police, the ratio of police force at the headquarters increased while the ratio of police personnel at police stations and police boxes decreased. The result indicated that the growth rate of police personnel in police boxes showed a statistically significant positive correlation with the efficiency score of the metropolitan and provincial police whereas that of police headquarters and police stations was not significantly related to efficiency. Police personnel increased over the past decade were mostly allocated to the division of public safety, police boxes, investigations, and security. More police officers are needed to allocated for police boxes to improve the efficiency of police personnel. In addition, rational allocation of increased personnel and redistribution of existing police force are required to narrow the gap in the deployment of police personnel by region.
