정부조직의 혁신문화와 공무원의 직무몰입이 재난관리성과에 미치는 영향: 혁신행동의 매개효과와 임파워링리더십의 조절효과를 중심으로

본 연구는 중앙부처의 조직문화, 직무몰입, 재난관리성과 간의 인과관계를 분석하고, 혁신행동의 매개역할과 임파워링리더십의 조절역할을 검증하였다. 재난관리 담당공무원 대상 설문자료의 분석결과, 혁신문화와 직무몰입은 재난관리성과에 정(+)의 영향을 미쳤으며, 혁신행동은 혁신문화와 직무몰입이 재난관리성과에 미치는 영향을 매개하였다. 또한, 임파워링리더십은 혁신문화가 재난관리성과에 미치는 영향을 긍정적으로 조절하였다. 특히, 혁신문화가 강한 경우에는 관리자의 임파워먼트가 재난관리성과를 향상시켰으나, 혁신문화가 약한 경우에는 리더십의 성과영향은 거의 없었다. 이러한 결과는 혁신문화가 정착되고, 공무원의 직무몰입이 강화될수록 혁신행동이 활발해지고, 그에 따른 재난관리성과가 높아진다 점을 시사한다. 아울러 공무원의 아이디어 제안 장려, 교육훈련 지원, 직무코칭 등 관리자의 임파워먼트가 재난관리성과를 제고하는데 중요한 역할을 한다는 점이 제시된다. 분석결과에 따른 재난관리성과제고 방안으로 혁신문화조성의 기관별 다양성과 자율성 확보, 재난관리 담당공무원의 직무몰입강화를 위한 직무재설계와 자율적 직무조정, 혁신행동의 강화를 위한 제도개선, 임파워링리더십과 인사관리의 연계 등을 제시하였다.
Abstract
This research explores the performance impact of organizational culture and job involvement in disaster management. In particular, our research focus is on the roles of public officials’ innovative behavior as a mediator and management’s empowering leadership as a moderator in the performance impact. Data were collected from questionnairee survey of public officials responsible for disaster management in central level agencies. Results corroborate the positive impact of development culture, innovative behavior, job involvement, and empowering leadership on the disaster management performance. In addition, it is found that: the performance impact of development culture and job involvement is mediated through innovative behavior.; and empowering leadership is found to improve the perfomance in strong developmental culture. Findings indicate that development culture, innovative behavior, job involvement, and empowering leadership significantly improve performance in disaster management. Particularly, job involvement and empowering leadership are key to the performance.
