사회공헌조직체 유형별 적정성 진단을 통한 사회공헌 활성화 방안 연구: 은퇴공무원을 중심으로

This study aims to suggest a plan to revitalize social contributions of retired public officials by expanding the existing conceptual discussion that limited the main subjects of social contribution activities to corporations and paying attention to the social responsibilities and roles of retired public officials. In order to derive the optimal type of organization for supporting social contribution activities of retired public officials, the adequacy of major social contribution organizations was diagnosed. A step-by-step roadmap for activation was presented. As a result of the diagnosis, the types of organizations that best match public interest are social cooperatives and non-profit corporations. In contrast, the type of organization with relatively high level of financial resources and formalization of the organizational structure was found to be social enterprise, and the type of organization with high operational autonomy was evaluated as village enterprise. Considering these results, it is desirable to develop a non-profit corporation (incorporated corporation), a preliminary social enterprise, a social enterprise, and a cooperative in the order of the most suitable organization for supporting social contribution activities of retired public officials. In conclusion, the level of formalization as a social contribution support organization for retired public officials can be improved, and volunteers are expected to receive more systematic support and perform social contribution activities.
