COVID-19 대유행 과정에서 나타난 중소기업 이슈 분석에 관한 연구

본 연구는 최근 발생하여 전 세계적으로 유행하고 있는 전염병의 하나인 COVID-19로 인한 중소기업의 대응과정에서 나타나고 있는 다양한 이슈를 파악하고 중소기업 지원정책을 비교하는 것을 목적으로 한다. 텍스트 마이닝 기법을 활용하여 COVID-19 대유행 과정에서 나타난 중소기업의 어려움과 지원정책 그리고 변화과정에 관한 뉴스 기사를 수집하고 분석하였다. 토픽 모델링을 통해 8개의 토픽을 추출하였으며, “경제충격과 회복”, “경영자와 근로자 위기”, “디지털 전환”, “임대 및 고용지원”, “은행대출 지원”, “재택근무 부작용”, “자금지원”, “전자상거래 플랫폼”으로 명명하였다. 도출된 토픽과 국내 중소기업 지원정책과의 비교결과 국내 중소기업 지원정책은 이슈에 대응하여 적절하게 지원정책을 추진하고 있는 것으로 분석되었다. 하지만 세부적인 대응방법에서 보완할 내용이 존재하였다. 이에 정부지원업무 전담인력 지정 및 통합적 정부지원포털 운영, 업무 연속성 확보, 디지털 전환, 공급망 다변화, 고객 및 직원과의 커뮤니케이션 강화, 비즈니스 운영방법 변화의 측면에서 중소기업과 정부 차원의 대응방안을 제시하였다. 본 연구의 결과는 현장 중심의 중소기업 지원정책 수요 파악과 올바른 정책 방향성 수립 그리고 현재 상황을 정확하게 판단하고 변화의 필요성에 대비할 수 있는 기초자료로 활용할 수 있을 것이다. 향후 유사한 전염병 위험으로 인한 재난이 발생하면 중소기업과 정부지원기관의 대응방안을 마련하는 데 필요한 참고자료가 될 것이다.
Abstract
The purpose of this study is to identify the various issues that are emerging in the response process of SMEs due to COVID-19, one of the most recent outbreaks of infectious diseases worldwide, and to compare policies to support policies. Using text mining techniques, news articles were collected and analyzed on the difficulties and support policies of small and medium-sized enterprises and the change process of the COVID-19 pandemic. Eight topics were extracted through Topic Modeling, and were named "Economic Shock and Recovery", "Managers and Workers Crisis", "Digital Transformation", "Leasing and Employment Support", "Bank Loan Support", "Home Work Adverse Event", "Funding" and "E-Commerce Platform". It was analyzed that the domestic SME support policy is properly implementing support policies in response to issues as a result of comparing the derived topics with the domestic SME support policy. However, there was something to supplement in the detailed response. Accordingly, countermeasures were suggested in terms of designating a manpower in charge of government support affairs, operating a government support portal, securing business continuity, digital transformation, diversifying supply chains, strengthening communication with customers and employees, and changing business operation methods. The results of this study can be used as basic data to identify demand for site-oriented small business support policies, establish proper policy direction, and accurately determine the current situation and prepare for the need for change. In the future, if disasters occur due to similar infectious disease risks, they will be a necessary reference for SMEs and government-backed institutions to come up with countermeasures.
