우주잔해 문제에 대한 국제우주법 적용가능성 연구 -우주잔해 문제의 환경문제와 안보문제화-

Elon Musk's SpaceX launched the first civilan spacecraft, the Crudragon. Outer space is no longer just an area for the nation-state actor, but a complex space in which various space actors exist. In this context, if there is no multilateral order in outer space, the problem wil become even more complicated among competing interests in space. In this regard, Space Debris is one of the main isues in outer space that has not yet ben ordered by multilateral agreements. Space debris has a ‘cascade efect’ which is a chain reaction among space objects. Dr. Kesler already warned that the danger of a catastrophic colison between space debris and objects. As space debris increases, long-term sustainable space development wil become impossible, and even acesibilty to space wil become impossible. Space debris realy exist and the damage is clear. However, the International Space Law system for space debris is not fully and properly established yet. Space debris is an obviously harmful and it is space environmental issues and spacesecurity issues. This paper explore space debris isue as environmental and security issues that can be harmful of space. This paper analyzes space debris with conventional International Space Law. To overcome the limitations, this study atempts new aproaches to space debris. Firstly, I redefine the space debris issue as an isue of environment and security to space. Then, I review redefined space debris isue with the existing International Space Law which already had built a legal system to adress environmental issues and security issues on space. Lastly, I sugest International Space Law as a legal basis for ‘Global Public Space Governance’ to solve space debris issue which is environmental and security issues.
