문화를 통한 공동체 활동의 효과성 분석:생활문화공동체만들기 사업을 중심으로

Beginning from the late 1990s the social value of art created specific genres, ‘public art’ and ‘community art’ through 2000s. Recently it emphasizes on the recovery and proliferation of community culture, expanded to a practical cultural discourse related on social issues beyond aesthetic debates and artistic discourses. On the public policy matters, ‘Creating cultural community in every day life’ has been a main cultural policy project of the government. In this study, it aims to seek the future direction of the policy to create and extend community culture, drawing the values and implications of the project from the study data based on meta-evaluation on the project. The result shows an aspect that the boundary between artists or planners and participants gave away. Also analyzing the data there is a gap in activity quantity in the case that participants living in the town as a main body of the project engage in the local society. At last, the result of effectiveness analysis on community engagement could reach a conclusion that there are remarkable differences comparing with other communities not practising the project in the degree of ordinary exchange with other community people, community membership and pride, neighborhood satisfaction, democratic decision-making and participation, increase of social capital both individuals and community. It is a critical point in this study that there are many other factors on the result of practising the project in addition to the influence of participation because it is not possible to control the practising environment as much as under the condition of lab. However it could be significant that the effectiveness evaluation based on the last 10 year performance analysis of the project draws policy implications for the future. It is necessary in the future to develop more accurate and advanced evaluation methods and practise on the project for increasing the project performances and its effects.
