지방소비세 확대가 지방재정의 형평성에 미친 영향에 관한 연구

초록
본 연구는 1단계 재정분권 시행이 지방정부의 세입과 세출에 어떠한 영향을미치고 지방자치 단체 간 재정형평성에 미친 영향을 살펴보기 위해 지니계수의변화를 격차감소효과와 순위변동효과로 구분하는 분해 방법을 활용하여 분석했다. 결론적으로 2019년 지방소비세 확대는 지방자치단체의 세입과 세출 형평성을 개선시킨 것으로 나타났다. 구체적으로 세입의 형평성 측면에서 광역자치단체의 경우에는 지방세, 자체세입, 자주재원의 형평성이 개선된 것으로 나타났다. 기초자치단체의 경우에는 시, 군, 자치구의 자주재원과 세입 형평성이 개선된 것으로 나타났다. 세출의 형평성 측면에서 지니계수 분해법을 분석한 결과, 광역자치단체, 시, 군, 자치구의 형평성은 모두 개선되었다. 특히 광역자치단체는 격차 감소 효과에 의해 세출 형평성이 개선되었고, 시는 격차 감소 효과와 순위 변동 효과 모두에 의해 세출 형평성이 개선되었다. 본 연구는 재정분권2단계의 구체적인 내용을 설정하고 있는 시점에서 1단계 재정분권 방안에 따른재정 변화와 그로 인한 형평성을 세입과 세출로 구분하여 분석한다는 점에서의의가 있다.
Abstract
In this study, the Gini coefficient decomposition method was used to examine how the implementation of the first phase of fiscal decentralization affects the revenue and expenditure of local governments. In conclusion, the expansion of the local consumption tax in 2019 was found to have improved the income and expenditure equity of local governments, and at the same time, it also strengthened fiscal decentralization improving the efficiency of resource allocation and fiscal equity. Specifically, in the revenue sector, the equity of local taxes and self-taxes was improved in Si, Do, while the equity of self-governing resources was improved in Gun, Gu. In the expenditure sector, although the level of equity differed depending on the Si, Do, Gun, and Gu, the level of equity was generally improved. This study is meaningful in that it analyzes financial changes and resulting equity according to the first stage of fiscal decentralization by dividing them into revenue and expenditure at a time when the details of the second stage of fiscal decentralization are being established.
